First lady Melania Trump has brokered a localized ceasefire between Russia and Ukraine in the city of Oleshky to allow humanitarian aid in and civilians out, according to AP. The pause takes effect October 29th. According to the White House, she initiated the talks and worked directly with Russian and Ukrainian leadership on the terms. AP reported that neither government had commented right away.
Oleshky sits on the Dnipro River and has been under Russian occupation since the first day of the 2022 invasion. Its population has fallen from about 24,000 before the war to an estimated 1,700 to 2,000, mostly elderly residents and roughly 50 children, according to the White House. AP reports that the city has no electricity, heat or running water, that its exit roads are mined, and that drones frequently fly overhead. In 2023, the collapse of the Kakhovka Dam flooded much of the city, and an AP investigation found the explosion was likely caused by the Russian military.
Under the agreement, civilian teams from both countries will visit residents in their homes to assess their needs, and those who wish to leave may choose to relocate to either Ukraine or Russia. The White House said an independent American media organization will document the process. The first lady has made children in conflict a central focus of her work, including writing to Russian President Vladimir Putin and helping reunite displaced Ukrainian children with their families. Ukraine had repeatedly requested a local ceasefire in Oleshky to organize evacuations.
